Overview & Statutory Scope

Confined spaces present extreme immediate hazards including toxic atmospheric contaminants (H2S, CO, methane), oxygen deficiency or enrichment, engulfment, and restricted egress. Under 2026 WHS Regulations Part 4.3 and OSHA 1910.146 (Permit-Required Confined Spaces), no person may enter a confined space without a formal risk assessment, entry permit, continuous 4-gas atmospheric monitoring, and an assigned qualified standby observer.

Hierarchy of Hazard Control Measures (2026 Standards)

  1. Atmospheric Testing: Continuous 4-gas monitoring (Oxygen 19.5%-23.5%, LEL < 5%, CO < 30ppm, H2S < 10ppm).
  2. Forced Ventilation: Mechanical extraction or positive airflow blower running continuously.
  3. Isolation / LOTO: Lockout/Tagout of all mechanical agitators, valves, electrical feeds, and process pipes.
  4. Standby Observer: Designated trained person positioned outside the entrance with dedicated communication and tripod rescue retrieval system.
